Starting Location
After landing in Golden Ridge, head to the settlement of Matriarch’s Mercy to begin the quest. There, you can start it by speaking with either Administrant Agarwal or the Voice of the Displaced. You’ll find Administrant Agarwal inside the central building at the back of the refugee camp. Alternatively, the Voice of the Displaced can be found just outside (southwest) of the central building, near the exclusion zone. Talking to either of them will officially start the quest.

Talk to the People to Gather Information
When the quest begins, your first objective is to talk to six key NPCs scattered around the town to gather information about the ongoing dispute. You can speak to them in any order you prefer.
Provisioner Adelia Plotnick
You will find Provisioner Adelia Plotnick across from Administrant Agarwal in the central building. Talk to her and she’ll explain that while she supports helping the refugees, they’re asking for more than the Order can offer.

Doc Hollis Beardsley
You’ll find Doc Hollis Beardsley standing to the right of Adelia in the central hall. Talk to him, and he’ll mention that the camp is overcrowded, with too few beds and limited space, leading to illness spreading rapidly among the people.

Rollo Nast
Step outside the hall and turn left. Climb up the stacked containers with ladders to reach Rollo Nast. Talk to him, and he’ll share a story about how the Order’s predictions recently saved his life.

Vicar Edie Orendy
You will find Vicar Edie Orendy, just north of Rollo. She explains that by teaching residents about daily routines and structure, she’s helped slightly improve their quality of life.

Violet Muncey
Talk to Violet Muncey in the alley east of the Vicar. She’ll explain that the building materials given to them are weak and unstable, causing several houses to collapse and injure people.

Sub-Finagler Tilda Rademacher
Head to the southwest edge of Matriarch’s Mercy, where a local gang has set up camp. Talk to Tilda Rademacher, who explains that the townsfolk often hire them to fight and resolve conflicts brought on by the overcrowding in the settlement.

Choose What to Do With the Exclusion Zone
After talking to all six people, go back to the Exclusion Zone and meet with the Voice and Administrant Agarwal. Tell them what you learned about both sides. Then choose what to do. You can choose either to help the Order move the refugees out or support the Displaced so they can stay.
If you side with the Order, you’ll get a Supportive Scholar Cuirass and +3 Order reputation. If you side with the Displaced, you’ll earn a Burst SMG and +1 Order reputation. No matter what you choose, you’ll also receive 500 Bits and 1620 XP for finishing the quest.
