The shrine is clearly marked on the map, but when you reach the location, there doesn’t appear to be a shrine anywhere nearby. This is because the shrine is not located at ground level. It is hidden inside a nearby building on the top floor.
Approach Svartrau City from the south-eastern gate, as shown on the map.
As soon as you enter through the gate, look toward your immediate left. You should see an archway with a building standing next to it. The shrine is inside this building.
Look to your right to find a staircase across from this building. Climb the stairs, then use Shadowstep to reach the balcony or upper ledge. From there, enter the building.
Inside, you will encounter a soldier guarding the area.
After the enemies are defeated, interact and activate the shrine.
