As you progress in the mission “All That Money Can Buy”, you will meet Walter in Astral Lounge. He will ask you to search for the seller in the Astral Lounge.
He doesn’t know the exact look of the seller but they have a briefcase with them to hold the artifact. He will also say that the code phrase to identify yourself as a buyer and to start the sale is: “Ramsay and Travers.”
After you’ve finished talking with Walter, stroll around the Astral Lounge until you locate the seller, who will be carrying a briefcase.
He can be found close to the stairs, adjacent to the bar, and casually leaning against the back wall. His name is Musgrove and he is wearing a leather jacket.
Speak with Musgrove and tell him you’re with “Ramsay and Travers.”
