Maelle’s Skirt Outfit can be found at the entrance of The Manor, which you can reach after traveling through the Stone Wave Cliffs. This part of the game will become available as you move through the story.
Start at the Tide Caverns Rest Point in the Stone Wave Cliffs. From there, head to the right and use the grapple point to jump to a platform on the other side.
Next, look for a spot where you can drop down to the lower level.
