You can pickpocket the vault key from Captain Grisly in The Blushing Mermaid.
Vault Key 2
Pickpocket the vault key from Lady Jannath in Lady Jannath Estate.
Vault Key 3
The vault key is inside Cazador Szarr’s coffin in Szarr Palace
Vault Key 4
The key is inside a chest located on the second floor of Water Queen’s house.
Vault Key 5
Go to the top floor of Wyrm’s Rock Fortress. Get the safe key from Gortash then go to the southwestern corner and remove the painting from the wall to reveal Gortash’s safe. The Vault key is inside it.
Vault Key 6
The vault key is inside a chest in the northwest corner of Iron Throne prison.
Vault Key 7
Pickpocket the vault key from Nine-fingers Keene in Guildhall Nine Finger Office.
Vault Key 8
Head to House of Grief and get the Jewelry box key from Viconia Devir.
Vault Key 9
