This side quest is available after you find the bottle while exploring the beach of Santa Monica’s The Pier district.
Use the message in a bottle to find the arrogant food critic
The bottle can be found on the beach that has a message about a restaurant called The “Bucket o’ Fish”. Go up the pier near you to find this restaurant mid-way along the boardwalk.
Scrape the bottom of the Bucket O’ Fish for the arrogant critic
Once inside the restaurant, head down the stairs to the bottom. Enter the staff-only area to reach a storage room. Pass through a pair of yellow gas cylinders before climbing the crates on the left side to reach a big electric pool.
Turn off the water valve to remove the water and de-electrified the puddle. Collect the critic’s journal from a crate.

Exit the Bucket O’ Fish after you got the critic’s journal. Next, head to the Pier Grill restaurant located east of Bucket O’Fish
Scour the Pier Grill for any sign of the arrogant food critic
Collect the note from the table. The table is behind the helicopter.
