For this quest you need to go to St. George Holm. To reach there you need to complete the main Quest “Plassey Bridge”.
Make your way to Sally’s House and enter the alley behind it, either by bribing the Bobby or avoiding the Doctor and then climb the scaffolding to reach Sally’s flat for a scene.
