Where to find the handheld game console for Elizabeth Request 13 in Persona 3 Reload
Travel to the Student Dorm and interact with an NPC named Junpei Lori in the lounge area to acquire the Handheld Game Console.
After collecting the handheld game console, head back to Elizabeth and give her the handheld game console to end the request.
