Continue playing until you rescue and free Big Brother (the giant robot) from the chains. Then return to the starting area. Swim across the water to reach the three rocks in front of the island, as shown in the image below.
Avoid fighting the enemy and stand on one of the rocks. When the enemy electrifies it, quickly jumps to the nearby rock. Repeat this process, allowing the enemy to electrify both rocks to unlock a secret path.
Enter inside and pull the rope to reveal the secret exit.
