Talk to the Gnomes
In the Underdark, head south of the Grymforge to locate several Gnomes removing the rubble. Refer to the below location. Successfully pass a [Perception] check to secretly overhear their dialogue, then proceed to talk with the Gnomes. They will inform you that True Soul is trapped beneath the rubble.
Find Explosives
To free Nere you have to clear out the rubble with an explosion. If you already have an explosive item on hand, such as Runepowder or Smokepowder, simply throw it at the rubble and light it to clear the rubble.
How To Clear The Rubble
During your earlier eavesdropping, you should have heard that they need Smokepowder to clear the rubble, but Philomeen ran away with a supply of Smokepowder.
Get explosive from Philomeen
To find Explosive and Philomeen, fast travel to the Grymforge teleport waypoint.
Get down the stairs and turn left to reach the other side of the docks. Pass by the group of dead Gnomes where some Duergar is attempting to clean the bodies.
Pick the lock on the large door to enter.
Walk to the back left corner of the room and pass a perception check to find a button on the wall.
Continue to the left, through another door, and along the path to encounter three Ooze monsters. After defeating them, proceed up the stairs and go along the left side of the carven to the edge.
Jump to the other side to see a building with an Ornate Door ahead.
Go to the left side of the door to enter the building.
Here you’ll find Philomeen. Talk to Philomeen and pass the check to get Runepowder to destroy the rubble.
Free True Soul Nere
Go back to the cave where Nere is trapped in rubble and throw the Runepowder on the rubble. Let all your party member walk away before igniting the power with fire.
