How To Get The Cipher Rod
In Labyrinth, you will come across a Glitch Portal that is keep changing. Step into the Glitch Portal when it’s pointing to an empty area. Don’t worry you will just fall and a bridge will spawn. Refer to the below map for the exact location.
After defeating the enemies, make your way to the foot of a giant statue to collect the Cipher Rod.
Craft Enigma Handgun
Head back to Ward 13 and talk to Ava McCabe to craft the Enigma Handgun.
