To get Sinnoh starter in Kitakami first complete your first two battles with Carmina and Kieran. Proceed to Mosui Town’s east exit. Mosui Town is the main town where you begin in the DLC. Cross the bridge to the east, then immediately turn right on the opposite side. You will see Professor Jacq on the right side of the road
Speak with him and he gives you that mysterious egg.
Start walking around with the egg in your party. After a couple of minutes, the egg hatches into any of the three Sinnoh starters: Turtwig, Piplup, or Chimchar.
