Tempest Memphis boss is in Central Plains, Northwest of Qichi Village as shown in the pictures below. Jump down the hole on the ground on the north side of Qichi Village as shown in the second picture below to reach the Tempest Memphis boss.

If you cannot reach the Tempest Memphis boss because there is water in the area blocking your path, then you will need to complete Lingyang’s Story Quest “Wild Heart’s Return” as shown in the pictures below.
