Bring your horse to the Hyrule Ranch and participate in a horse race. Finish the second race in under 20 seconds to earn a heart piece.
Heart Piece #3
This Heart Piece is tied to the “Curious Child” side quest, which becomes available after completing Hyrule Castle in the main story.
