You can find the mask in the Kitakami Hall by visiting the festival as part of the main DLC questline in Pokemon Scarlet & Violet Teal Mask DLC. Kitakami Hall is situated in the southeastern section of the map.
Interact with the mask vendor during the festival, and they will present various masks available for purchase.
