You can find Dragon Claw TM No. 002 on the rooftop of the Académie Étoile, which is a big school building located to the east of Rouge Plaza. To get there, first go to the north side of the Académie Étoile and look for a ladder attached to the side of a building across the road.
Climb up the ladder to reach the rooftop. Once you’re on top, glide over to the school’s rooftop. When you land, explore the area carefully, and you’ll find the TM for Dragon Claw waiting for you there on the southern side.
This TM teaches your Pokémon a strong Dragon-type move that lets it slash enemies with huge, sharp claws.
