Starting Location
When you arrive at the House on Elysion Boulevard Stargazer, exit through the front door and proceed by taking the path to the right.
After reaching the rooftop, look for a ladder on the right side leading up to the streets.
Climb down the ladder, and upon reaching the ground, move towards the well-lit window located directly in front of the ladder. Talk to Toma at the window and she will ask you to find Murphy.
Get the Faded Whistle
Proceed to the Krat City Hall Courtyard, where you’ll encounter Murphy, disguised as the Scrapped Watchmen boss. Upon defeating him, you’ll acquire the Small Wooden Officer Puppet. After defeating the Scrapped Watchmen boss, make your way to the bench located within the boss arena. To obtain the whistle, simply interact with the bench. You just need to acquire the Faded Whistle that Murphy used while patrolling the streets.
Use the Faded Whistle in front of Toma
Return to Toma’s. Access your Bag, go to the Collectible section, and select the Faded Whistle. Play the whistle, and Toma will recall the sound, leading him to believe you are Murphy, thus concluding the quest.
