The treasure map is located at the very top of the highway tower. You’ll find the treasure map sitting on a ledge. Refer to the map.

To get this treasure, go east from the Highway Tower and a little south of the Sewage Treatment Plant to reach the ruins. Use your map to find the spot.
When you reach the ruined area, look for a hole in the ground and enter it.
Once inside, be careful of the mines on the floor. Go around them, and in the corner of the room, you will see a vent. Crawl through the vent tunnel until you reach another room.
Inside this room, you will find a dead body. Search the body to get the treasure and other loot.
