The treasure map is located in the farm area at the top of the silo safe spot. Refer to the map below.

Once you have the map, make your way west from the Silo Tower to the spot marked on your map.
At the location, head inside the building and look for the generator. Turn it on to unlock the nearby hatch in the same building. Open the hatch and climb down to the lower level.
In the underground chamber, you’ll notice the floor is flooded with water and dangerous live wires sparking through it. To cut the power, grab a throwing knife from the wooden pillar on the stairs and hurl it at the red fuse box on the wall.
This will cut the power after about 10 seconds. Once the water is safe to enter, drop down and head to the right side of the chamber.
Open the iron gate, and inside you’ll find the treasure.
