This guide shows how to complete the “Trouble in Paradise” Side Quest in chapter 12 in the Corel Region of the Final Fantasy 7 Rebirth game, which was released on 29th February 2024.

Starting Location
To begin the subquest, go to the Costa del Sol Community Noticeboard or speak with Mayor Kapono. Mayor Kapono wants your help to protect the beachgoers from fiends.
Track Down the Merc
Go in the northeast direction to the beach located to find the merc, Kyrie. She will give you a transmuter chip to create some legendary bait.
Defeat the Fiends on the Off-Limits Beach
To attract the fiends hiding on the beach, you have to make really special bait. To do that, get 1 Great Malboro Tendril, 1 Jabberwock Horn, 5 Pearl Ginger Roots, and 5 Ether Onions.
How to get Great Malboro Tendril
To acquire the Great Malboro Tendril, you’ll have to finish Classified Intel: The Sultan of Stench located in the Gongaga Region. Defeat Great Malboro to acquire Great Malboro Tendril.
How to get Jabberwock Horn
Similarly, to obtain the Jabberwock Horn, you’ll need to complete Classified Intel: The Wyvern Awoken situated in the Cosmo Canyon Region.
Once you have crafted the Legendary bait.
Make your way to the Off-Limits Beach. The location is marked on the map.
Place the bait on the beached buoy. Defeat the Two Sea Devils that emerge from the sea.
“Take Care” of the Merc
After defeating the fiends, head back to Kyrie on Costa Beach.
Report to Mayor Kapono
Return to the Mayor at Bar del Sol and report your progress to end the quest.
