After leaving Rosewater Park, head to the motel called Jack’s Inn. After Maria points it out, enter the reception room to find the safe.
The code for the safe is 0451 (for Light and Standard Puzzle Difficulty) and 0533 for Hard Difficulty. Open it to retrieve the gate key.
