You get this quest by talking to Beauregard, who you will find standing outside the Galaxy Hall as shown in the pictures below. Beauregard wants to evolve a Wurmple of his own and he will ask you to bring him one.
Where to find Wurmple
You will find Wurmple in Obsidian Fliedlands at the location shown in the pictures below. Catch a Wurmple and take it back to Beauregard to complete the request.
