The Sky Scythe Broom can be purchased from a unique vendor called Leopold Babcocke in Hogwarts. The Broom costs 5000 Galleons.
Leopold is Located Southwest of East Hogsmeade Valley
To find Leopold you need to go to the northern area of the game called North Ford Bog.
The shop is located on the eastern side of the map. So you can fast travel to the location East North Ford Bog. Then head to the west from this fast travel to find this vendor shop. The location is marked on the map.
Leopold Babcocke will sell various helpful items you can find while playing Hogwarts Legacy. One of these items, and the most expensive, is the Sky Scythe Broom.
